    Cost-benefit analysis of Australian Federal Police counter-terrorism operations at Australian airports

    The terrorist attacks of 11 September 2001 highlighted the vulnerabilities of airports and aircraft. Further attacks in 2002, 2007 and 2009, have led to major government reforms in passenger processing and airport access. The security of Australian airports has also followed this trend, with an increased police presence. However, limited consideration has been given to the costs of these measures, compared to benefit. This Working Paper identifies the factors to be considered in such cost-benefit analyses and the authors outline their preliminary findings. The scope for further research is highlighted, particularly in relation to risk analysis and cost

    Internet Governance: the State of Play

    The Global Forum on Internet Governance held by the UNICT Task Force in New York on 25-26 March concluded that Internet governance issues were many and complex. The Secretary-General's Working Group on Internet Governance will have to map out and navigate this complex terrain as it makes recommendations to the World Summit on an Information Society in 2005. To assist in this process, the Forum recommended, in the words of the Deputy Secretary-General of the United Nations at the closing session, that a matrix be developed "of all issues of Internet governance addressed by multilateral institutions, including gaps and concerns, to assist the Secretary-General in moving forward the agenda on these issues." This paper takes up the Deputy Secretary-General's challenge. It is an analysis of the state of play in Internet governance in different forums, with a view to showing: (1) what issues are being addressed (2) by whom, (3) what are the types of consideration that these issues receive and (4) what issues are not adequately addressed

    A rounded picture is what we need : rhetorical strategies, arguments, and the negotiation of change in a UK hospital trust

    This article is concerned with the introduction of the agenda of New Public Management (NPM) within the board of a UK Hospital Trust: West London Hospital (WLH). We discuss the literature on New Public Management, including its limitations for analysing the organizational reality of implementing NPM. But we will also be drawing on discourse theory and the literature on rhetoric. The main argument in this article is that in order to understand the reality of the NPM paradigm, we need to study the rhetorical strategies of protagonists involved in the negotiation of the NPM agenda. Rhetorical strategies are means of making general viewpoints more convincing, for example, by comparing 'our' organization with similar organizations. Rhetorical strategies show patterns, which reappear in conversations and arguments made by protagonists. Specifically, we identified three rhetorical strategies justifying why and what kind of a more 'rounded picture' was required: widening the argument to include national productivity comparisons with other hospitals; widening the argument away from a narrow focus on finance toward a strategic and political perspective; and, lastly, widening the argument to look at innovation in the whole clinical process

    Impelled by an overwhelming desire to hunt down those responsible for the September 11, 2001, terrorist attacks, the United States launched military invasions of Afghanistan and Iraq where it toppled regimes that had little or nothing to do with 9/11. There has been a tendency to see these exercises as misguided elements of a coherent plan to establish a “liberal world order” or to apply “liberal hegemony.” In fact however, the militarization of the post-9/11 period has been a glaring, extended, and highly consequential aberration. During the quarter century before that, the United States pursued a foreign policy that was far more restrained militarily, and it seems ready now to resume that tradition after its exhausting 9/11-induced military ventures which have so thoroughly failed to deliver satisfactory results at an acceptable cost. Moreover, public opinion in the United States it is not messianic or in constant search of monsters abroad to destroy. As part of its move back to a more restrained military policy, the United States developed—or further developed—a strategy called “by, with, and through” that was particularly evident in its successful military campaign from 2014 to 2019 against the Islamic State. In this, the United States worked with local forces by providing advice, supplies, and intelligence, and carrying out airstrikes while the locals were expected to take almost all of the casualties. Although hardly new, this approach seems to have a future and is currently being applied in the war in Ukraine
